Janelle Cousino heads FowlerHoffman's East Coast office. She has extensive experience directing organizations and developing strategies for advocacy and change for public policies in the U.S. and internationally. In 2000 she returned to the U.S. from a three-year assignment as Resident Office Director and Senior Program Officer of the National Democratic Institute for International Affairs in Moscow, Russia. She worked with many international, national and local civic organizations and political party groups in their efforts to build democratic institutions.

Ms. Cousino has consulted, directed or chaired many state-level advocacy campaigns. She led grassroots legislative campaigns on issues such as insurance, tax reform, health care, banking reform and job protection. She was a principal force in campaigns for increased funding for poverty programs, passing handgun control and securing funds for affordable housing. In addition to her direct experience conducting campaigns, she has helped dozens of groups in the U.S., Canada and the former Soviet Union through consultations and training on strategic planning for advocacy, and has served as director of the Maryland Citizen Action Coalition, a statewide coalition comprised of 105 organizations and more than 75,000 family members.

Her recent work includes coalition building and advocacy work aimed at creating state networks for the Afterschool Alliance, a broad coalition of public, private and nonprofit organizations dedicated to ensuring that all children have access to quality, affordable afterschool programs by 2010. Currently, Ms. Cousino is working with 30 states, some of which she has helped to develop multi-year public policy campaign plans integrating organizing, coalition building, media, policymaker engagement and research. She is also involved in organizing business leader forums and a Congressional briefing on afterschool on behalf of Corporate Voices for Working Families, and has served as a communications/media relations consultant and trainer for the Center for Community Partnerships in Child Welfare.

Ms. Cousino received a Bachelor of Arts degree in Political Science and Speech and Communications from the University of Michigan and a Masters in Business Administration from Indiana University.
